Dear colleagues!, Dear Ladies and Gentlements,

First of all I would like to inform you that on the basis of International University  Fundamental Studies ( IUFS)  and Intergovernmental Higher academic Council we have recently created International Higher Academic Council. As World Scholar Association it operates as research and educational institution.

Culture issues is the main its topic.  Today many definitions of culture exist (more than 2000).

IHAC adheres to its own scientifically accurate definition of culture. For IHAC culture is meaningful, spiritual activity, which has its own real expression and represents the interaction between materialism and spirituality. If materialism is dominant, then culture is called materialistic, and if spiritualism dominates – spiritual. IHAC deals with spiritual culture in all its expression, but first of all, particularly with art, which is the interaction between materialism and spiritualism. Spirituality is the inner attitude, which is typical for all the animate and inanimate creatures, but first of all – for the human.

Art, like pure expression of spiritual culture, has a truly outstanding role. It facilitates closer relationship and interaction between different nations, and thus – the fastening of local and global safety on the Earth.  For this reason, IHAC creates and develops special International Programs and Events: The International Areopagus of Arts “Apollon”, International Contest Program “Muse Commonwealth “Aphrodite” and various film festivals.

Tous ont besoin de culture

Chers collègues!

Tout d’abord, je voudrais vous informer que, récemment, sur la base du Conseil Supérieur Scientifique Intergouvernementale, nous avons créé le Conseil Internationale Supérieur Scientifique. Comme l’Association des scientifiques du monde, il représente un vraiment institution scientifique et éducative polyvalente.

Dans son travail la culture occupe une place significative.
De nos jours, il existe une multitude de définitions de la culture (plus de 2000).

CISS suit son propre définition de la culture, précise dans le plan scientifique. Pour CISS, la culture, c’est une activité ciblé spirituelle qui a son expression réelle,
et représente l’interaction des origines matérielles et spirituelles. Si l’origine matérielle domine, c’est la culture matérielle, si l’origine spirituel, — celle spirituelle.

CISS traite principalement la culture spirituelle dans ses différentes expressions, et en particulier, avec l’art, qui est une interaction des origines matérielles et spirituelles. La spiritualité est l’installation interne, inhérente à tous les phénomènes de la nature, les vivants et inanimés, et surtout à l’homme.

A notre époque l’art comme manifestation de la culture spirituelle, vraiment a un rôle important. Il contribue vraiment au rapprochement des différents peuples, leurs interaction, et donc au renforcement de la sécurité régionale et mondiale sur la Terre. À cet égard, CISS crée et développe les Programmes Internationaux spéciaux et événements: l’Aréopage International des arts «Apollon”,le Programme-concours International «Fraternité des Muses «Aphrodite», ainsi que les nombreux festivals de cinéma.

Культура нужна всем

Уважаемые коллеги!

Прежде всего, мне хотелось бы сообщить Вам, что недавно на основе Межправительственного Высшего Ученого Совета мы создали Международный высший ученый совет. Как Ассоциация ученых мира он представляет собой действительно полифункциональное научно-просветительское учреждение.

В его работе значительное место занимают вопросы культуры.
В настоящее время существует великое множество определений, что такое культура (более 2000).
МВУС придерживается собственного и весьма точного в научном плане определения культуры. Для МВУС, культура-это целенаправленная духовная деятельность, которая имеет свое реальное выражение,
и представляет собой взаимодействие материального и духовного начал. Если доминирует материальное начало-это материальная культура, если духовное-духовное.

МВУС прежде всего имеет дело с духовной культурой в различных ее выражениях и в частности, с искусством, которое представляет собой взаимодействие  материального и духовного начал. Духовность есть внутренняя установка, присущая всем явлениям природы, живым и неживым, и прежде всего человеку.
Искусству как проявлению духовной культуры, принадлежит в наше время поистине выдающаяся роль. Оно реально способствует внутреннему сближению различных народов, их взаимодействию, и тем самым, укреплению региональной и глобальной безопасности на Земле. В связи с этим МВУС создает и развивает специальные Международные Программы и Мероприятия: Международный Ареопаг искусств «Аполлон”, Международная Программа-конкурс «Содружество Муз «Афродита»», а также различные  кинофестивали.
